In fact, many operators are having to offer mobile broadband and laptop deals at a price that generates revenue enough to cover only half the cost of operating the service.

However, Strand does not ask the operators to increase price, as this can easily back fire, owing to competitor action in the market. Instead, it suggests that the operators must act to make their operations more efficient in order to bring down the operating costs. Moreover, they should explore new methods to increase the revenue of the business.

If the operators fail to cover their costs, then it is possible that they may go for certain adjustments such as launching premium services, for which customers will have to shell out extra, and limiting some of the more mobile data intensive services like VoIP and p2p.
